The best human government blends with the government of nature. Human society forms one body with the great body of the universe. There is no telling where one begins and the other ends. When the TAOist governs, the people are barely aware that he exists (unobtrusive government). Next best is a leader who is loved. Next, one who is feared (oppressive government). The worst is one who is despised and ridiculed. One-of-TAO governs by silently performing his tasks and settling his affairs. The common people say: "These things happen naturally", or "We do it all by ourselves".
